Functions of the National Education Foundation (NEF) as per Presidential Ordinance XX-2002
The National Education Foundation (NEF) was restructured through Presidential Ordinance XX-2002 as a body corporate. The ordinance provides NEF with autonomy and a legal framework to execute its mission of promoting education, especially for underserved and marginalized communities in Pakistan.
Core Functions of NEF:
Promotion of Basic and Non-Formal Education:
Establish, support, and manage community-based and non-formal education programs. Provide educational opportunities to out-of-school children, working children, and disadvantaged groups. Notably, NEF has launched the Khawajasara Learning Center, a pioneering initiative aimed at empowering the transgender community through accelerated learning and skills development. Also started NEF Merit Award Program, which offers financial recognition (Rs. 100,000) to high-achieving students who are children of Federal Teachers.
Collaboration and Partnership Building:
Partner with national and international organizations, NGOs, and civil society to implement educational programs.
Leverage public-private partnerships to enhance the reach and quality of education.
Innovative Educational Programs:
Design and implement pilot projects and innovative educational models tailored to local needs.
Promote alternative learning pathways and flexible schooling models.
Capacity Building and Training:
Develop and deliver training programs for educators, facilitators, and community-based organizations.
Build institutional capacity to implement and manage education initiatives effectively.
Resource Mobilization:
Generate funds through government grants, donor support, and other legal means.
Ensure transparent and effective utilization of financial resources for education development.
Research and Development:
Conduct studies, research, and impact assessments to inform educational planning and policy.
Promote data-driven and evidence-based decision-making.
Monitoring and Evaluation:
Establish mechanisms for regular monitoring and evaluation of projects and programs.
Ensure quality control, accountability, and continuous improvement.
Governance and Operational Autonomy:
Operate under the direction of a Board of Governors, ensuring strategic leadership.
Exercise financial, administrative, and operational independence as a corporate body.
