42 Community Schools in AJK

Achievements

  • Operational Cost of to all 235 schools of NEF for 1 year i.e. 2006-07 and to 42 schools for the period  2006-07 to date
  • Total of 122 teachers are employed besides 42 ayas and 3475 students are enrolled in these schools

  • Rehabilitation / construction of 27 schools in AJK, destroyed due to horrible earthquake in the region, 04 School buildings have been constructed whereas work in progress for remaining schools

Sustainability of 42 Community Schools of AJK Through Return of Endowment Fund

National Education Foundation established 235 Community Schools in 1997-98 under Community Support Rural Schools Program (CSRSP) in remote and underserved areas of AJK, FATA, FANA and ICT. NEF provided financial support to these schools for period of 5 years. Whereas after 5 years, it became difficult to support these schools because, it was being funded from the return on endowment fund of NEF.

With the change in State Bank policy the interest rate had progressively declined and the income from NEF’s Endowment fund had reduced, this had made it difficult to continue support these schools. To overcome the issue, NEF moved a PC-I to the Government to support these schools and also rehabilitation of schools located in AJK area, which had been destroyed in devastating earthquake of October 8, 2005.

In 2006, PC-I was approved by CDWP with the total cost of Rs. 121.691 million for the period of 3 years, 2006-07 to 2008-09 and later on the project was extended on no cost bases for further two years i.e. upto 2011. The objectives of the project were to provide recurring cost to all 235 schools of NEF for 1 year i.e. 2006-07. Besides this, NEF also planned for rehabilitation / construction of 27 schools in AJK, destroyed due to horrible earthquake in the region. In this regard, NEF has constructing 4 room buildings of 27 schools and also provide recurring expenditure at least for 3 years so that these schools may become operational and sustainable. But in June 2011, planning commission has closed the project (Annex-V). Under this project, NEF was providing the recurring expenditure of 42 community schools in AJK that includes salaries of 119 teachers, salary of 42 ayas, provisions of text books to 3600 students, and Rs. 1000/ school/ month utility charges.

Present Status

After closure of funding from Government of Pakistan, the matter was referred to Board of Governors in its 14th meeting. On the direction of BoG, the schools were merged with BECS. However, BECS has showed inability to take over these schools. Now NEF has planned to continue this program out of return of endowment fund after approval of Chairman BoG/ Board of Governors.
